Withan aim to establish identity, simplifying processes and promoting transparency and efficiency in the TDR (Transferable Development Rights), the Telangana government on Thursday has brought in an Aadhaar authentication facility. The government on Thursday issued orders in this regard. The Union Ministry of Electronics and Information Technology, after consultation with the Unique Identification Authority of India (UIDAI), has authorized the Telangana government for the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020. According to the officials, the Aadhaar Authentication would be performed only for the cases like registration of property owners, builders and developers in the online Transferable Development Rights (TDR) portal; b. Login and access to the online TDR portal by property owners, builders and developers, submission of applications relating to Transferable Development Rights (TDR) and linking with the property database, authentication of officials of the Directorate of Town and Country Planning (DTCP) and Greater Hyderabad Municipal Corporation (GHMC) for administrative purposes through the online portal.

The Ministry has reportedly told the government that the Aadhaar Authentication should be performed, on a voluntary basis, for establishing the identity of property owners, builders and developers for registration, login and application submission related to Transferable Development Rights (TDR) and linking with the property database and officials of the Directorate of Town and Country Planning (DTCP) and Greater Hyderabad Municipal Corporation (GHMC) for administrative purposes through the online portal.

The Ministry has said that Aadhaar Authentication is on a voluntary basis and the Department shall inform the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar Authentication, namely – Passport, electoral photo identity card (EPIC), driving licence, permanent account number (PAN) card, any other government-issued photo identity document accepted by the MA&UD Department.
