In a letter addressed to the Chief Secretary, BJP leaders alleged that TDR bonds worth around Rs 10,000 crore were issued across the State between 2019 and 2024 during the YSR Congress government in violation of rules. They alleged that in Kakinada alone, TDR bonds worth around Rs 500 crore were issued for acquisition of about 9.5 acres at Dummulapeta, allegedly benefiting private individuals.</lang>

<lang class="3" style=".Bodylaser" font="Minion Pro" fontStyle="Regular" size="9">The BJP alleged that the then Kakinada City MLA, municipal officials and revenue authorities had acted in collusion in the matter. The party said it had lodged complaints through registered post on February 3, 2024, with the then Chief Vigilance and Enforcement Department, Chief Secretary, Anti-Corruption Bureau, Town and Country Planning and Municipal Administration authorities, seeking an inquiry into the alleged irregularities. According to the BJP senior leader Duvvuri Subrahmanyam, the Vigilance Department subsequently conducted an inquiry and submitted its report to the present Chief Secretary on April 20, 2026. The party leaders questioned why criminal cases had not yet been registered against those found responsible. He urged the Chief Secretary to initiate criminal proceedings immediately and take action against all those responsible for the alleged irregularities.</lang>

They questioned why the vigilance report did not hold the then RDO and members of the scrutiny committee responsible. They demanded that their role also be examined and that criminal cases be registered against them if found responsible.</lang>
